On September 13, 2013 in Bishkek, the meeting of the Council of Heads of States of the Shanghai Cooperation Organization (hereinafter - the SCO or the Organization) was held. In the meeting were present the President of the Republic of Kazakhstan Nursultan Nazarbayev, the President of China Xi Jinping, the President of the Kyrgyz Republic A. Sh. Atambaev, the President of the Russian Federation Vladimir Putin, the President of the Republic of Tajikistan Emomali Rahmon and the President of the Republic of Uzbekistan I. A. Karimov .
The meeting was chaired by the President of the Kyrgyz Republic A. Atambaev.
In the meeting were also present SCO Secretary-General Dmitry Mezentsev and the Director of the Executive Committee of the Regional Anti-Terrorist Structure (RATS) Zhang Sinfen.
In addition, the heads of delegations of the SCO observer states - the President of the Islamic Republic of Afghanistan Hamid Karzai, Minister of Foreign Affairs of the Republic of India S. Hurshid, the President of the Islamic Republic of Iran H.Ruhani, the President of Mongolia Ts. Elbegdorzh, Advisor to the Prime Minister of the Islamic Republic of Pakistan on National security and Foreign Affairs S.Aziz were also present and made speeches at the meeting.
It was also attended by the Special Representative of the Secretary-General of the United Nations, the head of the UN Assistance Mission in Afghanistan Jan Kubis, the Chairman of the Executive Committee - Executive Secretary of the Commonwealth of Independent States S.N. Lebedev, Deputy Secretary General of the Eurasian Economic Community A.V. Diyansky, Secretary General of the Organization for collective Security Treaty N.N. Bordyuja.
Sides exchanged of views on major international and regional issues, as well as prospects of further development of the SCO, reports the official website of the SCO Summit in 2013.
It was noted that the Shanghai Cooperation Organization is an optimal platform for constructive dialogue and a joint search for effective ways to address global and regional issues.
The Bishkek Declaration, adopted at a meeting of the Board of the Heads of Member-States, fully reflects the basic approaches to the further development of practical cooperation and expresses the common intention to put best efforts to broaden and deepen multilateral cooperation.
Over the past period were held meeting of the Council of Heads of Government (Prime Ministers) of the SCO member states (Bishkek, December 5, 2012), meeting of ministers responsible for foreign economic and trade activities (Bishkek, November 13, 2012), Ministers of Agriculture (Astana, 30 November 2012), meeting of Heads of Supreme Courts (Moscow, 20-22 February 2013), meeting of the SCO Forum (Beijing, 17-18 April 2013), meeting of Secretaries of the Security Councils (Bishkek, April 29, 2013), a meeting of leaders of the authorities against illicit drug trafficking (Bishkek, April 30, 2013), meeting of Ministers of Culture (Bishkek, 23 - May 25, 2013), meeting of the Council of Ministers of Foreign Affairs (Cholpon-Ata, 12-13 July 2013), meeting of Ministers of Defense (Bishkek, 26 June 2013 ), the Ministers of Justice (Beijing, 5-6 September 2013), the heads of ministries and agencies of emergency situations (St. Petersburg, September 10, 2013), as well as the heads of ministries and departments of science and technology (Astana, 11 September 2013).
The Heads of States noted that in international relations rapid processes are taking place, which have a serious impact on the issues of security and stability and on the realities of modern politics and the economy. Effective joint opposition to global threats and challenges and provision of sustainable socio-economic development have become the forefront tasks of the SCO.
Member States actively and purposefully oppose international terrorism, separatism and extremism, transnational organized crime, illicit trafficking of drugs, psychotropic substances and their precursors, as well as weapons, ammunition and explosives, the threat of information security, illegal migration, support further improvement of the regulatory framework for cooperation in these areas.
Member States based on the fact that drug trafficking and their nonmedical consumption poses a serious threat to stability and security, health and welfare of the population of the region. They consider necessary to take action to build a workable system of joint struggle against drug trafficking, to establish of a reliable barrier to illicit trafficking of narcotic drugs, psychotropic substances and their precursors, as well as to counter the spread of drug addiction. They favor cooperation with other interested States, regional and international organizations and agencies on this issue.
In this regard, the SCO member states express willingness to activate the practical implementation of the provisions of the Shanghai Convention on Combating Terrorism , Separatism and Extremism, SCO Convention against terrorism, Cooperation Program of SCO member states in the fight against terrorism, separatism and extremism for 2013-2015, Agreement between the Governments of the SCO Member States on Cooperation in the field of International Information security, Agreement between the SCO member states on cooperation in combating illicit trafficking of narcotic drugs, psychotropic substances and their precursors, Anti-drug Strategy of SCO member states for 2011-2016 and the Program of Action for its implementation.
The Heads of State confirmed their commitment to cooperate in the further modernization of national economies, close investment partnership, cooperation in the field of transport and communications, innovative technologies, agriculture, continue the work on the study of the creation of the Development Fund (Special Account) and the Development Bank of the SCO.
The Heads of State stressed the importance of further development of cooperation in science and technology, cultural and humanitarian spheres, in the field of tourism, contributing to the further strengthening of relations of good-neighborly friendship and cooperation, the spiritual rapprochement, the promotion of intercultural dialogue in the interest of the people living in the SCO.
The Heads of State praised the work done in coordination and preparation of the Plan of Action for the years 2013-2017 on implementation of the provisions of the Treaty on long-term good-neighborly friendship and cooperation between the SCO member states.
They also noted the timing was right for signing the Agreement between the Governments of the SCO Member States on scientific and technical cooperation.
The Heads of States appraised the work of experts in preparing the Procedure (the Rules) of assigning the status of the SCO member states and the new version of the Model Memorandum on the obligations of the applicant State to obtain the status of the SCO member states and instructed the Council of National Coordinators of SCO member states to continue coordination of these documents for the early completion of the work.
The reports of the Secretary-General on the activities of the SCO RATS Council and of the Regional Anti-Terrorist Structure were heard and approved.
The Heads of States appraised the presidency of the Kyrgyz Republic in the SCO and expressed gratitude to the Kyrgyz side for their hospitality during the Summit of SCO in Bishkek.
In line with the Charter of the SCO the chairmanship of the Organization for the coming period is handed over to the Republic of Tajikistan. The next meeting of the Council of Heads of SCO Member States will be held in 2014 in Dushanbe.
