A session of the Plenum of the Supreme Court of the Republic of Uzbekistan passed on May 18. The event involved judges and employees of the Supreme Court, members of the Supreme Judicial Council and representatives of public organizations.
A solemn ceremony of taking the oath by judges of inter-district and city courts in civil and criminal cases, for the first time appointed to the posts by agreement with the President of the Republic of Uzbekistan in accordance with the Resolution of the Supreme Judicial Council of the Republic of Uzbekistan, was held at the Plenum meeting.
Central place in the transformations in the judicial and legal sphere of the country is occupied by consistent democratization of the judicial system, strict observance of the constitutional principle on independence of the judiciary, which ensures reliable protection of human rights and freedoms.
Thus, expansion of guarantees for reliable protection of citizens/' rights and freedoms, increasing their level of access to justice, efficiency and quality of legal proceedings, further improvement of the system of selection of candidates and appointment to judges are fixed in the Action Strategy for five priority directions of development of the Republic of Uzbekistan in 2017-2021 as the key directions of reforms conducted in the judicial and legal sphere.
The adoption of the Decree of the President of the Republic of Uzbekistan "On measures to radically improve the structure and improve the efficiency of the judicial system of the Republic of Uzbekistan" dated February 21, 2017 became an important step in realizing these tasks and marked the transition of state policy in this sphere to a qualitatively new level.
In accordance with the Decree, the Supreme Judicial Council of the Republic of Uzbekistan was established in order to radically improve the system for selecting candidates and appointing judges, increasing the participation of judges in this process, raising the status and powers of the body responsible for the formation of a highly qualified judiciary.
The Supreme Judicial Council as a body of the judiciary is to promote the observance of the constitutional principle of the independence of the judiciary.
The Supreme Judicial Council has to form a judiciary on the basis of an open and transparent competitive selection of candidates for the positions of judges from among the most qualified specialists, to take measures to prevent violation of immunity of judges and interference in their activities in the administration of justice, to organize training for candidates and judges, to establish a dialogue with the public.
The Supreme Judicial Council has been given the authority to appoint and dismiss judges in agreement with the President of the Republic of Uzbekistan, with the exception of the judges of the Constitutional Court, the Supreme Court of the Republic of Uzbekistan, the chairmen and deputy chairmen of the Military Court of the Republic of Uzbekistan, courts of the Republic of Karakalpakstan, provinces and the city of Tashkent.
The Law of the Republic of Uzbekistan "On Supreme Judicial Council of the Republic of Uzbekistan" came into force On April 7, 2017.
